According to BianKO's mob pages, these mobs have Blessed Upgrade Scroll in their drop list; the pages show no map or drop rate. The 140 records cover 87 different names, and some are duplicates or likely unused entries, so the tables below put level 70+ bosses, special mobs and main-drop sources first.

FAQ

Can I buy Blessed Upgrade Scroll in the Power Up Store?
It isn't on the store list. You get it from mob drops and exchange containers.
Is Upgrade Scroll the same as Blessed Upgrade Scroll?
No. The plain Upgrade Scroll handles low, middle and high class items up to +5; the scroll that goes to +8 is the Blessed one.
What's the Blessed Upgrade Scroll drop rate?
The site doesn't list it. Mob pages only show whether the scroll is in the main or the group list.
Where are the 7 Sins mobs?
The patch notes put them in the Garden (CZ Bahçe). The other records have no map on the site.
