The OASIS launch post (official April 18, 2025) has six items under "quest systems active 24/7": daily repeatable quests, daily solo quests, Monster Stone quests, Draki Tower quests, Delos quests and mob quests. The April 28, 2025 update also says the time limit on "Buss" quests was removed, without naming which quests that means.

Spell Stone Powder rates

Where Spell Stone Powder drops (forum, March 30, 2025)
SourceMapRate
Draki Monster Draki's Tower 1%
Monster Stone (Boss) Monster Stone 5%
Monster Stone (Monster) Monster Stone 1%
Havoc, Cruel, Enigma, Hellfire Ronark Land 10%
Chaos Stone Ronark Land 100%
Garden (Daily Quest) Ronark Land 100%

By these rates, Draki Tower and Monster Stone aren't the main Powder spots: Chaos Stone and the Garden daily quest in Ronark Land both give 100%. Skill quests need 5 Powder at level 70 and 15 at level 80; the full table is in the Spell Stone Powder guide.

Drops from Draki mobs

The mob database has several entries with Draki in the name or in the drop list. Mob pages don't show zones, so the site doesn't confirm which of them spawn in Draki's Tower, and there are no drop rates either.

Which mobs drop the Monster Stone item

On the mob pages, an item called "Monster Stone" is a basic drop of 42 mobs. The site doesn't explain what the item does or how it ties into Monster Stone quests. The level 80+ ones:

The rest are level 30 to 70 entries such as Kobold, Bugbear, Pooka, Goblin Bouncer, Smilodon, Grell, Troll, Harpy and Half Troll. Ronark Land also has a "Mini Stone"; the forum topic explaining it went up on March 29, 2025, but its content wasn't archived.

Don't mix it up with Draki Box

The Draki Pendant material, Draki Box, doesn't come from Draki Tower. It drops from the Bowl Guard mobs in Bowl (listed as Bowl Mafia on the mob page). 1x Draki Box + 1x Platinum Bar (10 GB) at Shozin gives a 50% success rate, or 100% with a Shadow Piece.
