The source is the OASIS launch post on BianKO's forum (April 2025). Its server info list reads "Character Perks System active from week 2 (reset fee 1 GB)". The promo image bills it as a first on V2 and says perks give players one more goal: getting stronger than their rivals.
When perks went live
OASIS opened officially on Friday, April 18, 2025 at 22:00 (GMT+3, Turkey time). Perks stayed locked in week one and opened from week two. BianKO's April 25, 2025 patch note was also labeled as a week-two special, but it covers Ruler Box, Dragon Armor and the new bosses; perks aren't mentioned in it.
What the perk window shows
The promo screenshot shows a remaining perk points counter at the top, then one line per perk with a box showing how many points sit in it. The counter on the character in the image reads 0.

The image doesn't make clear whether those values are per point or the total for a line. The site doesn't list the max points per line, the total number of points, or how you earn them (levels, quests or events), and the separate forum thread on perks no longer loads.

Is a 1 GB reset expensive
A perk reset costs 1 GB. OASIS was set up to keep GB valuable: the launch info rates earning GB as medium difficulty and says GB-burning events keep it in check. Next to the server's other GB costs, a perk reset is cheap:

Spending your points
The lines split into two groups. Combat: Damage, Less Damage, HP, Mana and the heal lines. Farming: 2% Drop. A character heading into CSW or PK wants the damage and survival lines, while a farming alt gets more out of the drop line. At 1 GB a reset, swapping between a farm build and a war build won't drain your GB.
