The numbers below are copied from the in-game item tooltips embedded in BianKO's mob and exchange pages. None of the tooltips has a Required Level line, so the site shows no level requirement, and none says the necklace binds when equipped. All five are listed as Unique, item class Necklace.

You pick by stat, since no two dragon necklaces boost the same one: STR builds look at White, DEX at Black, INT at Red, Magic Power at Blue and Health at Green. The three Necklaces carry the HP, the two Amulets carry the MP. Every tooltip also shows 'Attack Speed : Slow', but that line is on every necklace on the site, so it tells you nothing.

On all six records the necklaces sit in the group drop, never the main drop, and the pages show no drop rate or spawn point. The level 83 Snake Queen (2005) and Deruvish Founder (2105) have a 14-item group list made up entirely of necklaces. The level 100 Snake Queens add 20 Chitin / Crimson (+3) pieces to those 14, and Tree Ghost King adds 10 earrings and 5 rings. The plain Blue Dragon Necklace also shows up in the Forgotten Accessory Box at 0.87%.

The stat Amulets give 15 to their stat, 5 more than a dragon necklace, but only 50 HP or MP and no resistance. A dragon necklace trades those 5 points for 100 HP/MP and 50 in one resistance. Elemental Necklace has the same 100 HP but spreads its resistance as 20 across six types.

Old dragon necklaces

Old White, Old Black, Old Blue, Old Red and Old Green Dragon Necklace have exactly the same tooltip values as the plain ones; in the Old set, Red and Green are called Necklace too. The bind-on-equip line found on the Old pendants and on some Old rings, earrings and belts is missing on the Old dragon necklaces.
