The name reads as a 100% upgrade to +7. The normal way, a Blessed Upgrade Scroll takes +6 to +7 at 15%, or 30% with Trina. The site doesn't say which item grade (low, middle or high Class) the scroll works on or from which plus, and it isn't in the Power Up Store or any exchange box.

Mobs that drop the +7 scroll

Mobs that drop Blessed Item Upgrade Scroll (+7) 100% (BianKO mob pages)
Mob (id)LevelHPACCoinsMain drop
Medusa (9526) 83 87,903 250 4,999 Blessed Item Upgrade Scroll (+7) 100%
Ice Golem (9930) 83 82,041 720 4,999 Blessed Item Upgrade Scroll (+7) 100%
Blue Phoenix (9939) 83 87,000 1,000 4,999 Blessed Item Upgrade Scroll (+7) 100%
Hades (9942) 83 103,587 1,000 4,999 Blessed Item Upgrade Scroll (+7) 100%

The site has no full description of the scroll; its tooltip only shows Scroll, Weight 0.10 and Required Level 1. All four share the exact same 13-item group drop:

  • Ring of Life, Ring of Magic, Ring of Courage
  • Warrior, Cleric, Mage and Rogue Earring
  • Warrior, Priest and Elemental Pendant
  • Elf Belt and Skeleton Belt
  • Scorpion Shield

So on top of the scroll you also get accessories and Scorpion Shields. Mob pages don't show where a mob spawns or any drop rate. Blue Pheonix (9835, level 70) is a separate record with a similar name; it doesn't drop the scroll, only Spell Stone Powder and colored Gems in its group drop.

Normal +7 odds for comparison

+6 to +7 success chance listed on the site (BianKO upgrade page)
Scroll+6 to +7With TrinaCoins
Blessed Upgrade Scroll 15% 30% 1,000,000
Upgrade Scroll (Middle Class Item) 35% 70% 128,000
Upgrade Scroll (Low Class Item) 25% 50% 50,000

The step after that, +7 to +8, is 2% with Blessed Upgrade Scroll or 4% with Trina, for 2,000,000 coins. Items cap at +8, and the upgrade page notes that +8 High Class upgrades were closed for the first 2 weeks.

Other ways to a +7 item

  • Worm (700, level 70, 4,000,000 HP) drops five weapons that are already +7: Hepas Exceptional Raptor, Iron Impact, Iron Bow, Impact and Shard.
  • Item rental (April 28, 2025 patch): buy a Stone of Warrior, Rogue, Mage or Priest from Sundires, put it in Shozin and you get +7 armor, a +7 weapon and +0 accessories for that class.
  • Upgrading: +6 to +7 with Trina is 30% on Blessed Upgrade Scroll and 70% on the Middle Class Upgrade Scroll.
